There’s a known issue for containing yourself mission requirements : cityville quadruple your storage to 115 slots

where you already upgrade your warehouse and have capacity : 117 slots but on the goal still count : 3/4 ?

don’t worry because almost all cityville players got this problem too you can see there’s already an official thread for this glitch : upgrade warehouse quest stuck 3/4 complete

and zynga already release some fix, but still not worked just wait until they fix it on next update
